There is a discoloration at the base of the statue that shows that the waterline was higher at one point.

It was built by the Kentucky State Highway Department at a total approximate cost of $287,780.67. which funds were obtained from the National Highway Recovery Act, and replaces the Old Fourth Street Bridge. The completion of this bridge is a culmination of years of effort to make of Northern Kentucky a solid unit. This unification means doubled strength, harmony, and influence and assures Northern Kentucky of rightful place to which its wealth, its energy, and its population entitle it."
