Capitol Construction Photographs, September 1961- scanned Black and white photograph shows two men [from left to right: Ed Wisman, air compressor operator of Irvine Kentucky and Barney Lucas, foreman of Irvine, Kentucky.] reviewing a written document at the ground level below another man [Joe Raglin, air compressor operator, of Midway, Kentucky] standing and drilling a wall on scaffolding. The scaffolding is positioned against the wall of the State Capitol building, where there is a large hole.
